The piece has the numbers, but conceptually, universal transfers still weaken the existing disparities by putting people at closer relative levels. As an extreme example, if we gave everyone $1 million, the $100,000 gap between median White and Black becomes a lot less important on a percentage basis. Universal transfers will never fully close a pre-existing gap, but they can shrink them substantially.
