Low property taxes from laws like Prop 13 create the political incentives for homeowners to block housing (since they capture the vast majority of their property’s appreciation), and limits cities’ interest in pushing back against that obstructionism (since they don’t get much as much revenue from new, more valuable property, than they otherwise would). Higher property taxes make homeowners think twice about making housing less affordable, and motivate cities to approve revenue-generating development.
